Is governance fragmented across ministries?&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We look at funding, how much is actually allocated to early education programs in relation to provincial and territorial budgets.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We look at access. What is the percentage of our children that have access to an early education program?&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We look at learning environment, things like qualifications of educators. Is there a curriculum in place that guides educator practice? Is use of the curriculum mandatory?&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And we look at accountability. Do we measure how our children are doing? Are there annual progress reports that hold governments accountable for their investments and their policies?&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So, the benchmarks were created in consultation with experts in education and early education and policy in medicine and psychology, bringing together the research that tells us what is quality early education. The benchmarks are, however, limited by the fact that there are 13 different provinces and territories that do things differently. So, these 21 benchmarks have to be things that all 13 provinces and territories collect in a regular and reliable way so that we can track changes over time.&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Our report has 21 benchmarks across five equally weighted categories that look at governance structures.
